OBJECTIVES: The purpose of this research is to seek expert opinion on the future health policies that aim to solve current health problems, based on the analysis of the written motions submitted to the parliament.
METHODS: An expert opinion survey was prepared depending on the published analysis of written question motions submitted to parliament in the areas of medicine, health, hospital, medical devices, and medical supplies in ISPOR Europe 2022. The survey sent to the members of health policy committees from AK Party (AKP), Republican People's Party (CHP), Good Party (IYI), Deva Party (DEVA), and Peoples' Democratic Party (HDP). A total of 7 members from different parties responded to the expert opinion survey sent to 26 members via email. In-depth interviews were conducted with 5 members from the responders.
RESULTS: 100% of participants expressed that increased out-of-pocket healthcare expenses in Turkiye create difficulties in accessing healthcare services. 86% of participants stated that policymakers in Turkiye do not prioritize rare diseases. Additionally, 100% of participants noted insufficient specialized centers for rare diseases and inadequate access to medications compared to EU countries. 100% of participants highlighted inadequate support and domestic production activities in Turkiye. All participants identified unmet medical needs in chronic diseases and diabetes. 57% of participants reported awareness of vaccination in Turkiye. 71% of participants emphasized the importance of incorporating patient insights into treatment systems. All participants advocated for adapting economic evaluation and pricing methodologies in cancer treatment to account for combination therapies' specificity.
CONCLUSIONS: In conclusion, the analysis of written motions submitted to parliament highlights the challenges posed by increased out-of-pocket healthcare expenses, inadequate access to medications and specialized centers for rare diseases, and unmet medical needs in chronic diseases and diabetes. Incorporating patient insights, raising vaccination awareness, and adapting economic evaluation methods are crucial for shaping effective future health policies in Turkiye.
