OBJECTIVES: The aim of our study is to facilitate the understanding of the evaluative criteria of the pricing and reimbursement by developing guidelines allowing to strengthen and enhance the Pricing and Reimbursement process also could help to improve a legal framework for decision making process by taking into account the national priorities.

METHODS: Our approach was made in 3 main steps:

First, an identification of the criteria by reviewing the local legal framework and the grey literature. Secondly, a comparative analysis was done by considering the international guidelines to identify practices that work in reference countries (03 major international HTA bodies were considered as reference: France, Germany, UK). Finally, a panel discussion with national and international experts was done, a consensus on the use and prioritization of criteria was established. (The Economic criterion was naturally mentioned but is the subject of another work).

RESULTS: After reviewing the main 3 precedent steps, four criteria were identified: In fact, therapeutic value appears key in the consensus for reimbursement. The unmet medical need appears a relevant criterion for the prioritization of the innovative therapies as well as in Pricing and Reimbursement. The target population seems essential to reflect both the support and potentially the economic impact. Finally, we note that the industrial parameter is decisive in Algeria. Based on these results a guideline was developed.

CONCLUSIONS: In Algeria it appears essential to use the following criteria therapeutic value, unmet medical need, target population and Industrial parameter. A common understanding and definition of these 4 criteria is essential for the decision making process of Pricing and Reimbursement. Thus, we believe that these guidelines would be useful for a better practice. Regarding the importance of the implementation of the guideline, other guidelines such as Budget Impact Methodology and Health Technology Assessment will be developed.
