Development of State Policy Tools for Stimulating Research and Innovative Activities in the Health Care System

OBJECTIVES For the development of the national health care system, it is important to have an effective system of research and innovative activities (RIA), providing an influx of developments and innovations into the health sector. In the conditions of insufficient efficiency of the RIA, which takes place in the health care system of the Republic of Kazakhstan (RK), it is important to create instruments at the level of government bodies to stimulate RIA in the health care system. One of the main problems in the development of medical science in the RK is an insufficient level of RIA in medical universities (MU) and research centers (RC) and low indicators of the RIA competitiveness. All this leads to the fact that health organizations mainly adopt foreign technologies. METHODS To solve this problem, in 2020 we developed and implemented the rules for assessing the RIA effectiveness of MUs and RCs. We have developed and implemented these rules based on the generally recognized indicators of the RIA performance (profit from RIA, number of publications and citations in the Web of Science, Scopus, patents, commercialization of the RIA etc.). In 2021 we evaluated the effectiveness of these Rules for the RIA stimulation in MUs and RCs. RESULTS The results of the evaluation showed an increase in all key indicators of the RIA performance. At the same time, the most significant growth was noted for those organizations where these indicators were identified as KPI for top managers and an organization development plan. CONCLUSIONS For the influx of effective health technologies into the health care system, it is important to use effective tools to stimulate the RIA. Availability at the state level of the RIA stimulation tools allows to provide the health care system with the developments and innovations necessary to improve the health of the population.
