OBJECTIVES : Government of Ukraine has implemented a reimbursement program "Affordable medicines" for out-patients with cardiovascular diseases, bronchial asthma and type 2 diabetes since April 1, 2017. This program improved the availability of 23 INNs and it is managed by the National Health Service of Ukraine, which has implemented e-prescriptions since April 01, 2019. The aim was to analyze the dynamics of state financing and e-prescriptions for out-patients to determine trends of prescribing due to age, gender during 2017-2019. Also we determine the issues of e-prescription system for cardiovascular diseases.

METHODS : Methods of statistic data of e-registries and comparative analysis.

RESULTS : The reimbursement program “Affordable medicines” was allocated 700 mln UAH ($29,6 mln), 14 mln paper recipes were prescribed in April-December 2017; 1 bln UAH ($43,1 mln), 8,1 mln recipes were in 2018. There were 750 mln UAH ($32,3 mln) and 10,8 mln e-prescriptions in April-December 2019. We conducted that the growth rate of financing was 31%. Budget financing is 2,3 bln UAH ($99,1 mln) in 2020, the growth rate is 230%.

According to statistic data of NHSU 10,901,865 e-prescriptions were prescribed in 2019. E-prescribing structure for patients depending on gender was: women – 67,4%, men – 32,6%, by age were for 65+ patients 63,43%, 40-64 years 35,32%, 18-39 1,08%. For children 0-17 years were 18,472 e-prescriptions (0,17%). There were 8,727,426 e-prescriptions for treatment of cardiovascular diseases. We established that more 50% prescriptions were these four INNs: bisoprolol 15,6% e-recipes, clopidogrel 15,4%, enalapril 14,8% and amlodipine 12,7%.

CONCLUSIONS : We identified significant positive dynamics of financing for reimbursement program "Affordable medicines" for 2017-2019. There is a major achievement of e-Health system and reimbursement implementation in Ukraine. We determined the majority of out-patients were 65+ years. It is promising to increase the list of INNs for reimbursement and e-prescriptions, especially for cardiovascular patients and children.
