ISSUE

: Innovative new therapies (particularly in oncology and rare diseases) tend to be associated with a high cost of treatment, and often less robust evidence compared with other therapeutic areas at time of launch. Asia is currently facing issues that more developed HTA markets such as UK, Australia and Canada have previously faced. An increasing number of Asian countries (South Korea, Taiwan and most recently Japan) have moved, or are moving towards the use of HTA and pharmacoeconomic evaluation to inform drug pricing and/or funding decisions.

Developed HTA markets have so far piloted and/or adopted different solutions, including the use of innovative pricing schemes, risk-share arrangements (RSAs), managed entry schemes. Some Asian countries (e.g. S. Korea, Australia) have already started adopting RSAs.

OVERVIEW

: The panel will discuss current situation and issues of funding high-cost innovations in Asia, what is working well and what is not, what can be learned from other countries and what cannot be learned due to the diversity of healthcare / funding systems; is there a one-size fit all solution? The panel will focus on the Asian perspective considering both predominantly public / universal coverage and private / out-of-pocket countries to ensure the discussion is representative and targeted to a broad audience.

Joe Caputo will moderate the panel and provide the perspective of HTA-developed countries of UK & Australia. Joe will also prompt and ask key questions to panellists aimed to provide an Asian perspective focused on Japan (Professor Isao Kamae) and Korea (Professor Jeonghoon Ahn), alongside an Industry perspective (Marius Van Den Berg).
