INNOVATIVE APPROACHES TO PRICING, VALUE ASSESSMENT, AND PATIENT ACCESS TO HIGH-COST INTERVENTIONS

High-cost innovative healthcare technologies often bring substantial health benefit or even cures to patients, but they can carry massive price tags and are developing more rapidly than health systems can react. The high cost is often cited as a major barrier to patient access for these treatments, such as cancer drugs and non-cancer drugs for rare diseases, prosthetics, and other lifesaving devices. How should we consider different stakeholder perspectives, address their concerns, and balance their needs regarding the value of high-cost interventions while making these technologies more affordable and accessible to patients? A few ideas to address this—eg, more centralized procurement, risk-sharing or performance-based schemes, or other special methods for setting prices and assessing value—have been heavily debated, but stakeholders are far from consensus. This plenary will present and discuss some novel models to overcome access barriers in Asia Pacific while sharing global experiences outside the region.
