OBJECTIVES: This paper analyzes the development history and current trends of China's Huimin Insurance products, and identifies the challenges hindering their sustainable development, so as to put forward suggestions for diversifying the payment channels of innovative drugs under such insurance schemes.
METHODS: By collating Huimin Insurance products launched nationwide from 2020 to 2025, this study adopts the text analysis method to explore the current development status of these products across the country.
RESULTS: Huimin Insurance has formed inclusive characteristics featuring low access thresholds, low premiums and high protection benefits. Nevertheless, multiple prominent problems remain, including severe homogenization in the coverage of innovative drugs, ambiguous product positioning and unclear division of rights and responsibilities, as well as insufficient public sense of gain and unsatisfactory user experience.
CONCLUSIONS: The fundamental cause of the above problems lies in the failure to build a sustainable value consensus among multiple stakeholders, namely governments, commercial insurance companies, pharmaceutical enterprises, disease-related organizations and insured individuals. It is recommended to advance the supply-side reform of insurance products to realize the dual-track development of universal inclusive coverage and targeted preferential coverage, and establish a tiered payment mechanism for innovative drugs. All parties should reach a unified consensus. Relevant national guiding opinions shall be issued to clarify the rights and responsibilities between the government and the market. Meanwhile, efforts should be made to explore institutional innovation, optimize the insurance participation structure and improve the transparent operation mechanism.
