IMPACT OF NATIONAL HEALTH INSURANCE REIMBURSEMENT GUIDELINE REVISION ON HUMAN SERUM ALBUMIN UTILIZATION: AN INTERRUPTED TIME SERIES ANALYSIS USING NHIS-NSC DATA

OBJECTIVES: The study aimed to evaluate the impact of these reimbursement guideline revisions on HSA utilization in Korea.
METHODS: Descriptive analyses were conducted using National Health Insurance Service cohort data from 2007 to 2019 to examine trends in HSA utilization. An interrupted time series analysis was subsequently performed to estimate changes in HSA utilization following the August 2016 reimbursement guideline revision.
RESULTS: The post-intervention slope showed a significant increase in both the total number of patients receiving HSA (β = 0.0094, 95% CI: 0.006-0.013, p < 0.001) and total HSA vial usage (β = 0.0072, 95% CI: 0.002-0.013, p = 0.013), while immediate level changes were not significant.
CONCLUSIONS: The reimbursement revision was associated with a sustained increase in both the number of patients receiving HSA and total HSA utilization, suggesting that the revised guidelines expanded HSA treatment access to new patients. These findings provided empirical evidence on how national reimbursement guidelines influenced the utilization of plasma-derived products.
