ASSESSING BROADER VALUE ELEMENTS IN PHILIPPINE HEALTH TECHNOLOGY ASSESSMENT (HTA): A TARGETED REVIEW

OBJECTIVES: Economic evaluations can use a healthcare system perspective or a societal perspective. While common, the healthcare system perspective often misses broader societal costs/benefits, risking inefficient resource allocation. The BRAVER study in Asia-Pacific showed that including broader value elements (BVEs; e.g., productivity, caregiver support) often demonstrated greater value for money for treatments. This study’s objective is to determine the current state of inclusion of BVEs in Philippine HTA.
METHODS: The Philippine HTA methods guide (1st ed.) (MG) was assessed for the inclusion of the societal perspective and explicit recognition of BVEs. Publicly available evidence summaries (ES) for drugs with final HTA recommendations under the general track as of Mar. 26, 2026 were retrieved from the official HTA Philippines website and included. Included ES were screened for BVEs as defined in Appendix 2 of Theakston et al. (2025).
RESULTS: The societal perspective is not considered in the base case, but may be submitted as a supplemental analysis. The following BVEs are explicitly recognized in the MG: equity, severity of disease, select indirect costs, adherence-improving factors, healthcare system capacity, and family spillover. A total of 12 evidence summaries covering 20 topics met the inclusion criteria. Eight (8) topics included BVEs in economic evaluation. Disease severity (n=9) and healthcare system capacity (n=4) were the most common BVEs assessed. BVEs were incorporated qualitatively in all discussions.
CONCLUSIONS: Philippine HTA considers the economic evaluations conducted in the societal perspective as a supplemental analysis and explicitly considers a few BVEs. However, its application is inconsistent. The recognized BVEs broadly align with those currently recognized within the APAC region. Recommendations for adopting the societal perspective in Philippine HTA include formalization using novel methods, alignment with government objectives, and a clear definition of how BVEs impact reimbursement to incentivize research and data generation.
