Lawrenceville, NJ, USA—July 21, 2026—ISPOR—The Professional Society for Health Economics and Outcomes Research announced today that it has released a new white paper, “Achieving Systemic Coherence for Healthcare Decision Making in Europe.”
The findings and recommendations presented in this white paper are an outcome of the ISPOR Strategic Dialogues: European Union Regulator-HTA-Payer Forum held in October 2025. The paper is intended to support both policy development and structured collaboration aligning evidence generation across stakeholders, toward a more coherent and patient-centric evidence ecosystem.
The white paper notes that patient access pathways in the European Union and European Economic Area are impeded by structural fragmentation across regulatory, health technology assessment (HTA), and payer decision making and evidence generation practices. Additionally, it highlights that operating without a shared evidence roadmap leads to misaligned evidence, persistent uncertainty, and systemic delays. The white paper also provides recommendations on priority actions over the next 12-36 months. Recommendations that are outlined in more detail in the paper include proposals to:
- Strengthen early stakeholder collaboration
- Differentiate and adapt assessment approaches
- Make real-world evidence fit for purpose
- Establish formal governance and communication mechanisms
