Description

Health economics and outcomes research (HEOR) is increasingly expected to inform healthcare decisions before key development, evidence, investment, and access pathways become fixed. Yet a gap remains between early economic evidence and its use in real-world decision-making. In MedTech, diagnostics, and digital health, where evidence is often evolving and uncertainty remains high, early modeling and value definition can generate decision-relevant value signals. However, these signals do not consistently influence upstream go/no-go decisions, evidence generation, or downstream access, procurement, and value-based contracting.

This webinar will examine how early HEOR can be translated into healthcare decisions across the innovation lifecycle. The moderator will frame the evidence-to-access chain and where it can break. The first speaker will examine early modeling as decision support under uncertainty and its role in generating value signals before pathways become fixed. The second will provide a system-level and policy perspective on value, including the need for earlier alignment on value dimensions and decision-relevant outcomes. The third will discuss how value is operationalized in procurement and value-based contracting and how early HEOR insights could better inform these processes.

Following brief presentations, an interactive discussion will explore where the link between early HEOR and access breaks, whether earlier stakeholder engagement can strengthen the chain, and what structural or methodological changes are needed.

Learning Objectives

  • Explain how early HEOR and value signals can support development, evidence generation, and access decisions before pathways become fixed.
  • Identify where the evidence-to-access chain breaks between early value definition, stakeholder alignment, procurement, and value-based contracting.
  • Assess practical ways to strengthen alignment between early HEOR, system-level value definition, and downstream procurement and contracting decisions.
