Stephanie R. Earnshaw, PhD, is senior vice president, Health Economics at RTI Health Solutions (RTI-HS), a not-for-profit organization. Prior to joining RTI-HS, she was director of operations at the Survey Research Unit at the University of North Carolina in Chapel Hill (UNC-CH). She is a member of the Institute for Operations Research and the Management Sciences (INFORMS), holds an adjunct professorship at the Eshelman School of Pharmacy, Division of Pharmaceutical Outcomes and Policy at UNC-CH, and is on the editorial board of PharmacoEconomics-Open.

Stephanie has a PhD and MS in industrial engineering/operations research from North Carolina State University. She has dedicated her professional career to applying decision-analysis techniques to real-world problems to advance the field of outcomes research across global stakeholders. She has applied Markov, simulation, mathematical programming, and other methodologies to guide clinical and formulary policy, examine optimal allocations of health care interventions, and perform risk/benefit assessments. Additionally, her extensive research has been published in many peer-reviewed journals.

As a life-long learner, Stephanie has taken a leadership role in advocating for continuing education in methods relevant to the field. She is highly engaged in ISPOR’s educational support programs through her teaching of budget impact short courses, online distance learning courses, and the new in-person training program. In addition, she actively participates in ISPOR through her contribution to workshops, issues panels, and task force reviews. She has developed and led workshops at and has engaged with members of the AMCP and INFORMS conferences to help bridge the application of technical methods to real-world health care problems and to promote communication of these outcomes.

ISPOR Vision Statement by Stephanie R. Earnshaw, PhD

I continue to be amazed by the consistent growth of our research society. Our growth in size and global presence has established our value to health care systems on a worldwide level. This growth not only demonstrates the importance of what we do, it defines us.

ISPOR is a strong organization, and its strategic objectives and goals are the foundation of creating and maintaining that strength. Through supporting scientific and research excellence, we are at the forefront of applying technical methods to address real-world problems. My educational background has given me the perspective that tools from different fields of study can be useful outside of their typical environments. I encourage and support an active outreach for collaborating with other disciplines to promote innovative thinking and the application of novel methods to these problems.

Member engagement is fundamental to achieving ISPOR’s massive global reach. I encourage members to actively participate in the unlimited opportunities within ISPOR. To develop our students into tomorrow’s leaders, I will work to strengthen collaboration within our large network of student and regional chapters. This global reach promotes a broader support network for all.

ISPOR education and training is outstanding, with expansion of the number and types of training programs offered. To ensure high quality research, I support dynamic growth in the type of training offered and the mode (through in-person and distance learning courses) of these offerings.

Finally, communication and collaboration is critical to informing and engaging decision-makers and stakeholders in outcomes research. I will strive to listen and bring together health care decision makers, including manufacturers, public and private payers, professional organizations, and patient groups in using outcomes research. Putting theory into practice is necessary for improving the human condition. An active and collaborative dialogue promotes transparency and strengthens health care decision making.

I would be honored to represent you through service on the ISPOR Board of Directors.
