ISPOR Lebanon Chapter Meeting: February 23-24, 2018
“HTA: the Assessment of Value”
This 2-day summit aimed to outline the fundamentals of what a ‘good’ health technology assessment (HTA) process looks like, identify principles applicable to structuring and governing HTA organizations and understand key aspects of HTA. Presentations were delivered by regional as well as international experts on HTA. The event gathered multidisciplinary audience, among them policy makers, regulators, researchers, academicians, payers and decision makers from public and private sectors as well as pharmaceutical and biotech companies, consulting firms from Lebanon and the MENA region.

Budget impact Analysis Introduction and Application
ISPOR Lebanon Chapter held their successful annual meeting on Friday 24, 2017 at Hilton Beirut Habtoor Grand, Beirut-Lebanon. The goal of the meeting program for this annual meeting was, to provide key concepts in Budget Impact Analysis (BIA), which is a tool to predict the financial impact of the adoption and diffusion of a new technology and is increasingly required, along with cost-effectiveness analysis (CEA), prior to formulary approval of reimbursement. The purpose of BIA is to estimate the financial consequences of adoption and diffusion of a new health care intervention within a specific health care setting or system context given inevitable resource constraints.
Target audience: governmental and private institutions. This includes Ministry of Public Health, National Social Security, Military, hospital pharmacists, Pharmaceutical and Biotech companies, insurance companies, and academicians in Lebanon and MENA region.

Applying PE to Formulary Development in the Middle East
This two-day workshop organized by the members of the newly developed ISPOR Lebanon Chapter, focused on the basic principles and processes of Pharmacoeconomics (PE) and applications leading to the improvement of drug formulary development in Middle East countries. Presenters analyzed pharmacoeconomic strategies and outcomes research to determine relative drug adoption guidelines.
The educational objectives of this workshop included:
- Introduction of ISPOR and the National Institute for Health and Care Excellence (NICE) guidelines
- Illustration of key PE concepts and evaluation
- Identifying challenges to implement PE guidelines in developing countries
- Describing pricing mechanisms and steps to budget impact analysis
- Introduction to ISPOR Lebanon Chapter
Speakers included Dr. Ibrahim Al-Abbadi, Chair of ISPOR Arabic Network, Dr. Abdulaziz Al-Saggabi, Chair-Elect of ISPOR Arabic Network and the Chair of ISPOR CEE Network Executive Committee, Prof. Zoltan Kalo. For details, please see Program.
