Nancy Devlin, PhD

Nancy is Professor of Health Economics at the University of Melbourne and Senior Fellow at the Office of Health Economics, London. She is Chair of the Board of the EuroQol Research Foundation and served as President of ISPOR (2019-2020). Her principal areas of research expertise are the measurement and valuation of patient reported health outcomes; the cost effectiveness thresholds used in making judgments about value for money in health care; and priority setting in health care. She is currently leading a large programme of research to improve measurement and valuation of quality of life in children (QUOKKA), funded by the Medical Research Future Fund (Australia). Nancy has published >150 original peer reviewed journal papers on a wide range of empirical and theoretical topics in health economics.

Nancy S. Berg

Nancy S. Berg is chief executive officer (CEO) and executive director of the International Society for Pharmacoeconomics and Outcomes Research (ISPOR), the leading global scientific and educational organization for health economics and outcomes research. Ms. Berg has over 30 years of experience in health care and scientific/technical association leadership, and has been an entrepreneur and business consultant to both commercial and nonprofit organizations. At ISPOR, Ms. Berg is responsible for the Society’s global strategic direction and leadership of the association. She has led the organization, in concert with the Board of Directors, to design and implement a new strategic plan, mission, and vision to guide the Society into the future. Previously, Ms. Berg led the International Society for Pharmaceutical Engineering (ISPE) as president and CEO. ISPE is the world's largest professional society fostering dialogue and education on technical, scientific, and regulatory best practices in the pharmaceutical and biotech industries. During her tenure with ISPE, Ms. Berg was the architect of the Society's Strategic Plan, focusing ISPE's energies and expertise on high-value initiatives related to drug shortages, quality metrics, global manufacturing quality, facility and supply chain issues, and patient experiences in clinical trials. Prior to her role at ISPE, Ms. Berg served as executive director and CEO of the Society of Manufacturing Engineers (SME). She also previously founded a strategic and business development consultancy company. Ms. Berg has been engaged in education and business issues at national and international levels. She has served on many government initiatives involving business, community, development, growth, revitalization, and labor issues. She is a supporter of the Leukemia and Lymphoma Society’s Team in Training Program cycling events and a patron of many other charities. Ms. Berg is a graduate of the University of Michigan-Flint and is married to Timothy Jackson.

9:15 AM - 10:30 AMPLENARY SESSIONFIRST PLENARY SESSION: HEALTH POLICY—DESIGNING FOR THE FUTURE

No single healthcare system is exempt from financial challenges associated with the increase in noncommunicable diseases, the rising cost of medical technology, and constrained resources. According to the World Health Organization, one third of the world population lacks access to medicines, vaccines, and other essential health products; threatening their lives and risking the emergence of other diseases and health-related effects, such as the antimicrobial resistance. There is a growing realization that health is not exclusively a cost issue—it is an investment for the future. What reassessment is needed for health policy? What steps might be needed to address access gaps? Is the transparency of healthcare decisions underrated? How could cross-border collaboration tackle novel diseases with pandemic potential? What needs to be done to address regulatory and other challenges to support digital transformation in healthcare? Are we doing enough in health policy to shape and advance personalized medicine and curative therapies? These are just a few questions to be addressed by a panel of experts bringing health policy insights from both sides of the Atlantic and offering policy-making and industry perspectives.

Dana Goldman, PhD

Dana P. Goldman is the Leonard D. Schaeffer Chair and a Distinguished Professor of Public Policy, Pharmacy, and Economics at the University of Southern California. He also directs the USC Schaeffer Center for Health Policy and Economics, a research hub for one of the nation’s premier health policy and management programs in the Sol Price School of Public Policy and USC School of Pharmacy. He is an elected member of the National Academy of Medicine and the National Academy of Social Insurance – two of his field’s highest honors. He is the author of more than 300 articles and book chapters, and his research has been published in leading medical, economic, health policy, and statistics journals. His research has been continuously funded by many public and private sources— including more than $50 million from the National Institutes of Health. Professor Goldman has served as a formal health policy advisor to the Congressional Budget Office, Covered California, and the Fred Hutchinson Cancer Institute—as well as informally for many private companies and government officials. He serves on the editorial boards of Health Affairs and the American Journal of Managed Care and is founding editor of the Forum for Health Economics and Policy. His work has been featured in the New York Times, Wall Street Journal, Washington Post, The Economist, NBC Nightly News and other media. He is former director of ISPOR and ASHEcon. Dr. Goldman received his B.A. summa cum laude from Cornell University and a Ph.D. in Economics from Stanford University.

Margaret is a Managing Director with Deloitte where she is focused on bringing her patient engagement and strategy experience to federal health agencies, nonprofits and commercial life sciences companies. She joined Deloitte from FasterCures, a national nonprofit and center of the Milken Institute, with a focus to save lives by speeding up and improving the medical research system. At FasterCures, she oversaw programs advancing the science of patient input, examining the metrics for collaborative research models, and policy related to federal research and regulatory science. She worked on public health issues at the American Public Health Association and in a consulting capacity for HIV/AIDS programs and began her career at the Congressional Office of Technology Assessment looking at the impact of biotechnology and genetics on the economy and society. Margaret is a past-president of the Alliance for a Stronger FDA, was a founding member of the NIH National Center for Advancing Translational Sciences Advisory Council and the Cures Acceleration Network Review Board. She served on the National Health Council board, United for Medical Research, the Food and Drug Administration's Science Board, Science Looking Forward Committee, and the National Academy of Medicine’s Forum on Drug Discovery, Development and Translation. She currently serves on the Boards of Act for NIH, Allen Institute, FasterCures, Friends of Cancer Research, and Melanoma Research Alliance.

Sir Andrew Dillon

Andrew Dillon graduated from the University of Manchester in 1975. He held a number of senIor management positions in the UK National Health Service, including General Manager of the royal Free Hospital and Chief Executive of St George’s Hospital, both academic health centres in London. He set up NICE, the National Institute for Health and Care Excellence in 1999 and was its Founding Chief Executive until 2021. He now works as an independent health care advisor.

Tomas Philipson, PhD, MA

White House Council of Economic Advisers, Washington, DC, USA

Tomas J. Philipson is the Acting Chairman and Vice Chair of the White House Council of Economic Advisers, leading a group of economists who advise the President on a wide range of economic policies. On leave from the University of Chicago, Philipson was a member of the Council of Economic Advisers from 2017 to 2019, and previously served in the George W. Bush Administration, among other public sector positions. Philipson was a co-founder of Precision Health Economics, a healthcare consulting firm that was headquartered in Los Angeles with locations throughout the US, Canada, and Europe before it was sold in 2015. He received his master’s degree and Ph.D. in economics from the Wharton School and the University of Pennsylvania. He has been a visiting faculty member at Yale University and a visiting senior fellow at the World Bank. Philipson previously served as a fellow, board member, or associate with a number of other organizations other than the University of Chicago, including the National Bureau of Economic Research, the American Enterprise Institute, the Manhattan Institute, the Heartland Institute, the Milken Institute, the RAND Corporation, and the USC Schaeffer Center for Health Policy & Economics.

Jens Grueger, PhD

Jens Grueger is a Director and Partner at the Boston Consulting Group based in Zurich Switzerland. He provides expert advice to companies in the life science industries on pricing and market access. Since July 2019, he is an Affiliate Professor of Health Economics at the CHOICE Institute at the University of Washington School of Pharmacy in Seattle, USA. He is the 2019-2020 President Elect for ISPOR, the leading professional society for health economics and outcomes research. Prior to this, Jens had a distinguished career in the pharmaceutical industry. From 2011-2019, he was the Senior Vice President and Head of Global Access for F. Hoffmann-La Roche based in Basel, Switzerland. Under his leadership, Roche created rapid, broad and sustainable patient access for 12 new medicines and expanded access to essential cancer medicines in lower- and middle-income countries from 29 to 60%. Before this Jens was the Vice President and Head of Global Market Access Primary Care at Pfizer, based in New York and London (2009-2011), Head of Global Pricing & Health Economics at Novartis Pharma in Basel, Switzerland (1999-2009) and Director of Health Economics at the German affiliate of SmithKline Beecham Pharma in Munich (1994-1997). He founded Diversified Health Systems, a start-up company providing internet-based disease management services to physician networks in Europe (1997-1999). Jens holds a MSc (Diplom) in Medical Statistics and Theoretical Medicine, and a PhD in Mathematical Statistics from the Technical University of Dortmund, Germany. He has authored more than 40 publications in biometrics, cancer epidemiology, and health economics.

Richard Willke, PhD

Dick became ISPOR’s first chief science officer in April 2016, following nearly 25 years in the pharmaceutical industry with Pfizer and its legacy companies. In his CSO role at ISPOR, Dick’s responsibilities are to develop, lead, support, and direct strategic initiatives related to research, scientific, and content priorities to accomplish the organization’s mission to promote health economics and outcomes research excellence to improve decision making for health globally. While with Pfizer, his final position was Vice President, Outcomes & Evidence, lead for Cardiovascular /Metabolic, Inflammation & Immunology, the last in a succession of HEOR group lead roles. He received a PhD in economics from Johns Hopkins University in 1982, concentrating in econometrics and labor economics. Prior to joining Pfizer’s legacy company Upjohn in 1991, he was a member of the economics faculty at Ohio State University as well as a senior economist at the American Medical Association Center for Health Policy Research. Dick has served on the ISPOR Board of Directors (2007-09), was chair of the ISPOR Institutional Council in 2010, and was co-chair of the ISPOR Good Research Practices Task Force on Cost-Effectiveness Analysis in Randomized Clinical Trials in 2003-2005 as well as its 2014-15 reprise to revise and update that Report. He has co-taught many ISPOR short courses on this topic as well as on “Transferability of Cost-Effectiveness Data between Countries.” He was also a member of the Health Outcomes Committee of PhRMA from 1998-2009, having been its chair from 2002-2004. He has served as a co-editor for Value in Health, on the editorial board for Farmeconomia, on AHRQ, NIH, and PCORI project review study sections, and is a member of the Ohio State University Economics Advisory Board. Prior to joining industry, Dr Willke served as department director in the Center of Health Policy Research at the American Medical Association and held research and teaching positions at The Ohio State University. Dr Willke earned a PhD and MA in economics from Johns Hopkins University. He has authored more than 80 scholarly publications that examine the science and methodologies of health economics and outcomes research.

Jan Hansen, PhD, is Vice President of the Evidence for Access Unit within Genentech’s US Medical Affairs. Her unit is staffed with researchers who are uniquely positioned and skilled to address both the value and quality drivers of access in the US. These researchers are tasked to consider both value and quality evidence when they develop access strategies and tactics. Jan is a seasoned executive with more than twenty-five years of experience in the health care and pharmaceutical industries. Jan’s pharmacoeconomics and health outcomes expertise were acquired throughout her vast career experiences in patient-based research, health care consulting, sales strategy and execution, and in both global and US focused outcomes research. She has held positions with increasing leadership responsibility at several well-regarded companies, including PCS-Pharmaceutical Data Services (now CVS-Caremark), NDC Health, Wolters Kluwer Health, Glaxo Wellcome (now GlaxoSmithkline), and Allergan. Her professional accomplishments have been recognized by several professional organizations and resulted in numerous appointments, including: the University of Iowa College of Pharmacy Advisory Council, past Chair and current member of the University of Washington College of Pharmacy’s Corporate Advisory Council, Board member (representing Genentech) of the National Pharmaceutical Council (NPC), member of the Drug Information Association (DIA) Advisory Council of North America, past NPC Corresponding Officer and Research Committee member (representing Allergan), current member of the Academy Health Institution Council, and Foundation of Managed Care Pharmacy (FMCP) Board of Trustee. Jan is a licensed pharmacist and holds a Ph.D. in Pharmacy Administration from the University of South Carolina at Columbia. Marc M. Boutin, JD, is the Chief Executive Officer of the National Health Council. He has been a leading voice for greater patient involvement at every stage of the health care continuum, starting with the development of new drugs, to regulatory oversight of health care delivery, to shared decision-making at the point of care. Boutin has been actively involved in patient advocacy organization management, health advocacy, and both federal and state policy throughout his career. He is a founding member of the international Patient-Focused Medicine Development consortium and has served on the Governing Board of the International Alliance of Patients’ Organizations as a member and treasurer. He is also a former member of the Partnership to Fight Chronic Disease Board of Directors, the Humana Cares Clinical Advisory Board, the eHealth Initiative Leadership Council, Community Health Charities Board of Directors, Healthcare Systems Research Collaboratory, and the North America Advisory Board to the Drug Information Association.

Rachael Callcut, MD, MSPH

Dr. Callcut is General Surgeon and Associate Professor of Surgery at San Francisco General Hospital and Trauma Hospital. She leads a NIH and DOD funded team of researchers focused on integration of biomedical big data and surgical data science into critical care for improved clinical decision support.

Nigam Shah, MBBS, PhD

Dr. Nigam Shah is Associate Professor of Medicine (Biomedical Informatics) at Stanford University, and serves as the Associate CIO for Data Science for Stanford Health Care. Dr. Shah's research focuses on combining machine learning and prior knowledge in medical ontologies to enable the learning health system. Dr. Shah was elected into the American College of Medical Informatics (ACMI) in 2015 and is inducted into the American Society for Clinical Investigation (ASCI) in 2016. He holds an MBBS from Baroda Medical College, India, a PhD from Penn State University and completed postdoctoral training at Stanford University.

Cost-per-QALY analysis was described by ISPOR’s Special Task Force on US Value Assessment Frameworks as “a starting point” to inform payer and policy-maker deliberations about health technologies. Recently, we have seen substantial progress and perhaps new milestones for more comprehensive value assessment in healthcare. This plenary will explore several innovative approaches to capturing patient and societal values that go beyond standard cost-per-QALY usage, with discussion of their underlying methods and their potential for use in decision making.

Deborah Freund, MA, MPH, Ph.D. is University Professor and President Emerita at Claremont Graduate University. In the past she served in administrative roles and as a faculty member at Syracuse University, Indiana University and The University of North Carolina at Chapel Hill. She is known for being the first Medicaid Scholar in The United States, for working with governments on the implementation of Medicaid Managed Care, and for her previous research on The Outcomes and Costs of Knee Replacement Surgery. She also was the author of Australian Legislation that led to the adoption by the Pharmaceutical Benefits Advisory Committee of the use of comparative cost effectiveness and reference pricing in national formulary decisions for the Australian Medicare Program. Her current research has focused on the impacts of the Medicaid Expansion under the ACA and of Consolidation on physician referrals. In the past she served as Executive Director of the American Society of Health Economists.

Anirban Basu is a Professor of Health Economics and the Stergachis Family Endowed Director of The CHOICE Institute at the University of Washington, Seattle. He holds joint appointments with the Departments of Health Services and Economics at UW, is a Faculty Research Fellow at the US National Bureau of Economic Research, and an elected Fellow of the American Statistical Association. His work sits at the intersection of microeconomics, statistics, and health policy. His research focuses on understanding the economic value of health care through scientific disciplines of applied economic theory, comparative and cost-effectiveness analyses, causal inference methods, program evaluation, and outcomes research. He served on the Second Panel on Cost-effectiveness Analysis in Health and Medicine and serves on the Editorial Advisory Board for Value in Health Journal. He received his master's in Biostatistics from UNC-Chapel Hill and a PhD in Public Policy Studies from the University of Chicago.

Darius Lakdawalla is a widely published, award-winning researcher and a leading authority on health economics and health policy. He holds the Quintiles Chair in Pharmaceutical Development and Regulatory Innovation at the University of Southern California, where he sits on the faculties of the School of Pharmacy, the Sol Price School of Public Policy, and the Leonard D. Schaeffer Center for Health Policy and Economics, one of the nation’s premier health policy research centers. His research has focused primarily on the economics of risks to health, the value and determinants of medical innovation, the economics of health insurance markets, and the industrial organization of healthcare markets.
