ISPOR 2nd Asia-Pacific Conference: Expanding ISPOR In Asia & Beyond

Improving Evidence and Outcomes in Health Care Decision
Making in Asia pacific: Challenge to a New Era was the theme and
inspiration for participants at the ISPOR 2nd Asia-Pacific
Conference. The Conference in Shanghai (a beautiful city on the
eastern coast of China), drew over 750 participants from 31
countries on five continents (Africa, Asia, Europe, North
America, and Oceania). It was an energetic group which made this
Conference a great success. During the opening session, Jinfu
Chen, Deputy Director, Department of Medical Insurance, Ministry
of Labor and Social Security, Beijing, China gave a very
informative presentation on the health insurance systems and the
use of pharmacoeconomic research in China. In addition, there
were over 180 contributed research presentations, 16 workshops,
and 9 pre-conference short courses.

Plenary Sessions
The first Plenary Session, which was highly acknowledged,
examined the use of pharmacoeconomics (PE) and outcomes research
(OR) in health care decision in China, Japan, South Korea,
Singapore, Thailand, Pakistan, Malaysia, and India. Tony Yen-Huei
Tarn PhD, Director, Department of Pharmacy, Taipei City
Hospital, Taipei, Taiwan presented key information common to all
countries, including information on demographics, health care,
health care insurance and health care expenditure and controls.

Special Sessions
There were ten invited special sessions by presenters from
countries and organizations specifically in Asia. Peter Scheuer,
Executive Director, RDPAC, R&D-based Pharmaceutical Association
Committee, Beijing, P.R. China discussed outcomes research on
drug pricing and reimbursement in China with a perspective of
the pharmaceutical industry; Sang Moo Lee MD, PhD, Director,
National Health Technology Assessment System Development Group,
Medical Consultant and Seong-Hi Park R.N. PhD, Research Fellow,
Health Technology Assessment Team, Health Insurance Review
Agency, Seoul, South Korea discussed evidence-based
decision-making and health technology assessment in South Korea.
Hiroyuki Sakamaki MBA, Director and Chief Researcher, Research
Department, Institute for Health Economics and Policy, Tokyo,
Japan presented international comparison of the pharmaceutical
expenditures and pharmaceutical policy in Japan. Samsinah H.
Hussain PhD, Associate Professor, Department of Pharmacy,
University of Malaya, Member of the Drug Control Authority (DCA)
and Pharmacy Board, Ministry of Health, Selangor D.E. Malaysia
introduced formulary assessment and drug control in Malaysia.
Shu-Chuen Li PhD, MS, MBA, Assistant Professor, Department of
Pharmacy, National University of Singapore introduced Singapore
health care system; Eileen Lim, Centre for Drug Administration,
Singapore Health Sciences Authority, Singapore gave an overview
of the public sector drug formulary in Singapore. Jie Chen PhD,
Director, Key Leb of Health Technology Assessment, Consultant,
National Institute of Hospital Administration, Ministry of
Health, P.R. China, and Professor, School of Public Health,
Fudan University, Shanghai, P.R. China, and Ashoke Bhattacharjya
PhD, Executive Director, Health Policy and Economics, Johnson &
Johnson, presented medical device outcomes research issues.
Shanlian Hu MD, MSc, Fudan University, China introduced the
Chinese pharmacoeconomic evaluation guidelines.
The ISPOR 2nd Asia Pacific Conference was announced and reported
by Chinese newspapers and journals such as: Medicinal Economics
News, Health News, Chinese Health Economic Journal, Health
Economic Research, China Pharmacy, and Journal of Health
