Government authorities are developing legislation on patient confidentiality, which will impact scientific information available to health care researchers. During this session, issues on patient confidentiality as it relates to scientific health care research will be presented.
The International Society for PharmacoEpidemiology (ISPE) "Data Privacy, Medical Record Confidentiality, and Research in the Interest of the Public Health" research policy initiative, endorsed by ISPOR, will be presented. Proposed US congressional legislation and its impact on pharmacoepidemiology and outcomes research will also be discussed. |

To continue the ISPOR initiative to standardize pharmacoeconomic methodology, a discussion on modeling for public policy decisions as it relates to pharmacoeconomic modeling will be presented.
A survey of the uses of policy models in several areas of public- and private-sector decision making, with the objective of gaining insight into the appropriate roles of models in health care policy will be presented. Questions such as: to what degree models should be informed by directly observed, experimental data since, at some level, models are always used in the assessment of health benefits, risks, and costs and: Is it necessary, or even possible, to "validate" models after the fact? |

Health authorities are increasingly faced with health-related quality of life as a new criterion for evaluating drugs, biologicals, and devices. During this and the following presentation, issues on quality of life as well as health care outcomes assessment as it relates to health authority approval process will be presented.
The objectives of the ERIQA project are to: develop consensus on guidelines on the use of HRQoL data in clinical research; develop recommendations for regulatory agencies; and inform purchasers and funders on relevant HRQoL studies to health care decision process. ERIQA objectives and progress to date will be presented. |
