HCUP is a unique and powerful data resource that captures information on 90 percent of all hospital stays in the U.S. This symposium will provide an overview to HCUP data and will introduce participants to several HCUP software and tools, including HCUPnet - the free, online query system that provides instant access to aggregate statistics from HCUP data.

Presenters will describe the HCUP initiative, discuss sources of HCUP data, and highlight key features of the HCUP databases.

EXAMPLES OF HCUP RESEARCH AND A DESCRIPTION OF FREE HCUP TOOLS AND PRODUCTS THAT FACILITATE DATA ANALYSIS

Examples of research using HCUP databases will be discussed to illustrate the diversity and breadth of research that these data support. A demonstration of HCUPnet, an free, online query tool, will be offered, as well as an overview of free HCUP tools and software.

OBTAINING HCUP DATA AND USER SUPPORT

The roles of the HCUP Central Distributor, HCUP User Support, and its Website are presented. Time will be allowed for audience questions.

Symposium participants will receive a CD containing resources that expand on topics covered in the session. CDs will include file descriptions, information on how to access documentation, and instructions on how to obtain HCUP data and tools.

Dr O’Grady will focus on the economic aspects of comparative effectiveness & health care decision-making. What are some of the considerations a payer must take into account in thinking about coverage and cost-sharing for new products? In an environment of limited or no price sensitivity by providers, what are the incentives for prudent use of new products? What are the implications of new designs to increase more prudent purchasing behavior by patients, for example, the increase popularity of Health Savings Accounts (HSA)?

The ability to harness and utilize the abundance of clinical information available is critical to meeting regulatory standards, lowering costs, and improving quality. This session will explore the use of outcomes research in developing evidence-based healthcare policy. Presenters will assess the value of data warehouses, using the Electronic Health Record as an example, in conducting clinical research that promotes improved health outcomes and pharmacovigilance. Industry leaders will provide examples of how a data warehouse is utilized for quality improvement and safety studies in a clinical setting. Following the presentation, a panel of experts from the academic and industry perspective will discuss current research studies goals in an interactive format using real world examples.

The Strategic Applications for Patient Registries SIG has focused on consolidating our scope of activities by 1) integrating the US and Global SIGS into one group because of similar interests expressed by teams and 2) preparing a White Paper to inform how best to develop and operationalize the use of patient registries. The team has successfully integrated the functions and have had several meetings to discuss key issues regarding how registries are utilized in health outcomes and in the Pharmaceutical industry. We have approved the core outline for a White Paper, which can serve as a policy guidance document for ISPOR.

Relative to the future, a new registry assessment initiative has been launched by AHRQ to provide similar guidance as a part of the evaluation infrastructure developed to support MMA Part D. The focus of our SIG during the next year will be to evaluate how our operation complements or overlaps with this larger effort and provide strategic recommendations to ISPOR leadership.

ISPOR has launched an initiative to address methodological issues and good research practices when conducting outcomes research for medical devices and diagnostics. The product of this initiative is a book titled: Medical Device & Diagnostics Outcomes Research: Issues & Good Research Practices (THE BOOK). THE BOOK will address issues related to current health technology assessment methodologies and recommend good outcomes research practices that are specifically "tailored" for fast-paced, medical device and diagnostics technology environment. This initiative is a joint project of the ISPOR US Medical Device & Diagnostics Council and the ISPOR European Medical Device & Diagnostics Council.
