ISPOR Russia Chapter Annual Report

On December 14–16, 2004, Moscow, Russia, the Conference “Health Care Quality
Management: Licensing, Standardization, and Pharmacoeconomics” was held. The
organizers of this event were the Ministry of Health Care and Social Development
of the Russian Federation, Federal Service for Surveillance in Health Care and
Social Development, Federal Fund of Obligatory Insurance, Centre for Licensing
of Medical Activities, Russian Society for Pharmacoeconomics and Outcomes
Research (the ISPOR Russia Chapter), and the Russian Society for Standardization
in Health Care.
Over 536 attendees from more than 30 regions of Russia took part in the
Conference. Key regions represented were Astrakhan, Barnaul, Volgograd,
Ekaterinburg, Ivanovo, Irkutsk, Kazan, Kemerovo, Кизляр, Kirov, Krasnoyarsk,
Moscow and the Moscow area, Nizhni Novgorod, Novosibirsk, Perm, Samara, Saint
Petersburg, Saratov, Stavropol, Tver, Tula, Khanty-Mansiysk, Yaroslavl. Also,
representatives from Canada, the World Health Organization, World Bank of
Reconstruction and Development took part in the Conference. The audience
included managers of public health services, employees of scientific research
institutes and medical high schools, the clinical pharmacologists, doctors,
representatives of the pharmaceutical companies.
The Conference included a plenary session (which discussed the problems of
modernization of health care services, "waiting lists" system and accreditation
in Canada, the role and the place of Federal Service for Surveillance in Health
Care and Social Development in the medical care quality control system, the
health care quality management, standardization of clinical research); 2 round
tables discussions (“Accreditation In The Health Care”, “State Guarantees Of
Medical Care And The System Of Obligatory Insurance”); 2 symposiums
(“Standardization, Clinical Use, Pharmacoeconomics Analysis Of Anti-Anemic
Therapy”, “Clinical Reports And Standards: Creation And Introduction”); 2
lectures (“Preventive Medical Programs” and “Pharmacoeconomic Results
Assessment”); and 10 sessions on the following topics: licensing of
pharmaceutical activity, licensing of medical activity, system of the drug state
benefits, quality management in clinical and laboratory medicine:
standardization and licensing, quality management in blood service, nomenclature
of works and services in quality management in public health, quality of the
rehabilitation services, pharmacoeconomics in cardiology, pharmacoeconomics in
psychiatry and neurology, pharmacoeconomics and standardization in rheumatology.
During the Conference, there were 78 oral presentations and 13 poster
presentations. Sessions included pharmacoeconomics in cardiology, rheumatology,
psychiatry and neurology. During the cardiology session, the results of some
pharmacoeconomics research by ISPOR Russia Chapter members were presented -
pharmacoeconomics analysis of Nebilet (RSPOR), Plavix and aspirin (RSPOR),
rilmenidin, metoprolol, enalapril. During psychiatry and neurology session, the
economic methods of management by the psychiatric care were presented by Chapter
members as well as the pharmacoeconomics analysis of antiepileptic drugs, АВС/VEN
analysis of depressive frustration therapy, cost analysis of epilepsy.
During the Conference the annual general meeting of Russian Society for
Pharmacoeconomics and Outcomes Research (the ISPOR Russia Chapter) was held.
