Russia Society for Pharmacoeconomics Research - Summary Report 2003
The Russia Society for Pharmacoeconomics Research (RSPOR) (Chapter of International Society for Pharmacoeconomics and Outcomes Research, ISPOR), created in 1999, is working now in the field of implementation of pharmacoeconomics analysis results in the public health services.

In December 2003 annual Russian Congress "Pharmacoeconomics in front of the Third Millennium" was held. About three hundred fifty-three people from 30 cities and numerous towns throughout Russia took part in the Congress. During the Congress training courses were held in the field of methodology of clinico-economical analysis, formation of National and regional Essential Drugs Lists. There were also sessions devoted to pharmacoeconomical studies in cardiology, psychiatry and neurology, pulmonology, rheumatology and quality of life assessment.

RSPOR has conducted the Russian Forum during the Sixth Annual European Congress of ISPOR (November, 2003) in Spain (Barcelona) named “The formation of the Pharmacoeconomics in Russia”. It covered the problems of quality management, experience of pharmacoeconomic research in Russia, the Formulary system of Russian Public Health Services, the drug supply in Russia.
The RSPOR members participated in the development of two national standards «Clinico-economical Research. General requirements» and «Rules on the Essential Drugs List Formation».

In 2004 RSPOR published a new textbook: Clinico-economical analysis (medical technologies assessment and quality control of medical care) (P.A. Vorobiov, M.V. Avxsentieva, A.S. Yuriev, M.V. Sura). The book covers a variety of problems concerning clinico-economical analysis: mainly formation and development of pramacoeconomics in Russia, methodology of clinico-economical studies, cost analysis, analysis of effectiveness and safety of medical technologies, but also quality of medical care management based on evidence-based medicine and pharmacoeconomics, common problems of drug supply etc.
RSPOR organized 14 branches in different part of Russia: in Yaroslavl, Stavropol, Habarovsk, Novosibirsk, St.-Petersburg, Voronezh, Volgograd etc. The annual reports on their activity are published in RSPOR website. Yaroslavl, Habarovsk and Stavropol branches regularly organize annual conferences and symposiums on the problems of evidence-based medicine, pharmacoeconomics, quality of life, Formulary system. In 2003 year Byelorussian Chapter International Society of Pharmacoeconomics and Outcomes Research was created. It is discussion held now about organizing of national Chapters in Kazakhstan and Latvia .

In 2003 the RSPOR members conducted the pharmacoeconomics analysis of several drugs: Nimbex, Nitromintum, Nebilet. Aktilize, Essentiale, Betaserk, Plavix etc.
RSPOR realizes information activity in electronic and printed mass media. The RSPOR website ( www.rspor.ru) is permanently updated. For example, abstracts of Russian and foreign clinico-economical studies are presented in the site regularly. The journal «Health Care Standardization Problems» grounded in 1999 has been issued monthly since July 2003. In the journal articles on standardization problems are published, also materials on quality of medical care, licensing and accreditation, results of pharmacoeconomics studies are presented.

Two times RSPOR organized the workshops of the Formulary committee of Ministry of Health of Russia. During these workshops the problems of medicinal supply in Russian Federation were discussed, as well as development of Formulary system in Russia, regional Formulary commissions activity, and also problems of generic drugs.

For the future RSPOR is planning activities in the field of regional policy and international cooperation, and also issuing and promoting of the information reference books on the problems of evidence based medicine and clinico-economical analysis.
