Three speakers will discuss Medicare Part D from various
perspectives. The effects of the Medicare Prescription Drug Benefit on
providers, beneficiaries, and others will be presented.
International Perspectives of Pharmaceutical Risk Management
(RM)
This forum will compare and contrast RM from an international
perspective and provide an open forum for discussion of international issues
regarding RM.
Economics, Determinants, & Methods of Analysis of
Medication Compliance & Persistence
Methods for use of retrospective data to measure compliance,
a checklist for the measurement of compliance in prospective studies, and key
issues in the statistical distributions of different compliance measures.
Approaches to new methods will be described, focusing on concepts that may
improve validity and reliability will be discussed in this forum.
Real World Data: Importance, Limitations & Need for Good
Research Practices
The ISPOR Task Force on Real-World Data has prepared a draft
final report and circulated it for review and comment to a large internal ISPOR
Review Group. This forum will review key elements of the draft report, the
feedback received from the Review Group, and issues that need further
discussion.
EBM, HTA and Evidence-based Reimbursement
A new definition of evidence-based medicine (EBM), a set of
principles and methods intended to ensure that medical decisions, guidelines,
and other health care policies are based on and consistent with good evidence
of effectiveness and benefit, will be presented. The need to unify the current
definition of EBM (which focuses on health care decisions of the individual)
and this new definition of EBM (which focuses on population-based health care
decisions) are needed to solve both clinical and value issues. During this forum, EBM, health technology assessment (HTA),
and health care policy decisions (such as reimbursement decisions) will
be discussed.
Issues in Assessing Good Practice Guidelines for Budget
Impact Analyses
Task force members will present the key recommendations from
the draft task force report about the analytic framework, the inputs and data
sources, and reporting format for a budget impact analysis in this forum.
Vision 2010 Implementation Task Force Report
During this forum, the ISPOR 2010 task force will share a
first version of a new plan establishing proposed actions for ISPOR to meet the
vision 2010 objectives.

During this forum, the ISPOR PRO SIG will discuss ISPOR

developing a 'white paper' on how to develop and operationalize patient
registries. Key issues in developing, operationalizing, and using a patient

Research Practices
ISPOR has launched an initiative to address methodological
issues and good research practices when conducting outcomes research for medical
devices and diagnostics. The product of this initiative is a book titled: Medical
Device & Diagnostics Outcomes Research: Issues & Good Research
Practices (THE BOOK). THE BOOK will address issues related to current
health technology assessment methodologies and recommend good outcomes research
practices that are specifically "tailored" for fast-paced, medical

Course Description: This course will provide an in-depth discussion of
operating characteristics, validity testing, analysis and interpretation with
examples of each. It will provide a range of methods that may help to solve
common problems encountered with quality of life / patient-reported
outcomes. These include an overview of psychometric validation methods
including: a brief overview of Rasch analysis, pragmatic issues in validating a
PRO from clinical trial data, ePRO validation, methods of estimation of
minimally clinically important differences and alternatives to provide
information on interpretation Clinical trial analysis will include missing
data analysis techniques and mixed modelling appropriate to PRO data and study
design, There will be a focus on addressing these issues within the
framework provided by the PRO guidance recently released by the SEALD group at
the FDA. Specific examples will be used throughout the course and participants
will be asked to complete a short exercise. This course is designed for
those with intermediate experience in health-related quality-of-life
assessment.

The status of the recommended approaches for conducting

both retrospective and prospective compliance and persistence studies
will be discussed.

The literature on interventions that have been used to
improve compliance has been missing a theoretical framework or hypothesis
detailing an expected effect of the intervention on compliance. Examples of
frameworks include individual level, interpersonal level and community level
factors that may have either a direct effect on compliance or act as a
mediator. Models can be developed for researchers developing prospective
studies to consider relevant constructs in the development and delivery of
interventions to improve compliance.

The Strategic Applications for Patient Registries SIG has
focused on consolidating our scope of activities by 1) integrating the US and
Global SIGS into one group because of similar interests expressed by teams, and
2) preparing a White Paper to inform how best to develop and operationalize the
use of patient registries. The team has successfully integrated the
functions and has had several meetings to discuss key issues regarding how
registries are utilized in health outcomes and in the Pharmaceutical industry.
We have approved the core outline for a White Paper, which can serve as a
policy guidance document for ISPOR.

TASK FORCE ACTIVITIES
BUDGET IMPACT ANALYSIS TASK FORCE
The Task
Force held an intensive face-to-face meeting in March where all details in the
Task Force Report were finalized. Pending review, the Task Force will present
their Good Practices Report for publication this summer.
They will be
presenting the report process, themes and projections during a forum at the ISPOR
11th Annual International Meeting, entitled, “Issues in Assessing
Good Practice Guidelines for Budget Impact Analyses,” on Monday, May 22, 2006,
4:30PM.
