**NEW** ISPOR Responds to US Center for
Medicaid and Medicare Services (CMS) Call for Guidance
US Congress enacted the Medication Prescription Drug,
Improvement, and Modernization Act of 2003, which establishes a new Part D
benefit that will provide outpatient prescription drug coverage beginning in
January 2006. Early in 2005, ISPOR responded to a request for the types of
information on prescription drug use that researchers would like to have
available. The ISPOR Retrospective Database SIG Database Development Working
Group response is given at:

April 2005, the U.S. Centers for Medicare and Medical
Services (CMS) issued draft guidance on “coverage with evidence development”
(CED) to describe factors CMS may consider in a decision to extend national
coverage for certain items and services with coverage linked to requirement for
prospective data collection. ISPOR responded to Part V (Evidence Development
Methods)& VI (Process for Study Design and Implementation) of this draft
document. The ISPOR response (coordinated by the ISPOR Using Real World Data
Task Force) is given at:

The Budget Impact Analysis Task Force was created in May
2005 with the purpose of establishing best practice methods for conducting and
reviewing BIA and that would be comparative to CEA. The Task Force is
currently drafting a paper to be published in Value in Health and
will present a one-hour workshop at the ISPOR 8th Annual European
Congress in Florence, Italy, November 2005.

MEDICARE
PROPOSES PAYMENT RATES AND POLICY CHANGES FOR HOSPITAL OUTPATIENT
SERVICES–BENEFICIARY COINSURANCE RATES CONTINUE TO FALL
July 18, 2005 – Acute care hospitals will receive a 3.2 percent
inflation update in Medicare payment rates in 2006 for outpatient services
under a proposed Outpatient Prospective Payment System (OPPS) rule announced
today by the Centers for Medicare & Medicaid Services (CMS) that also
continues to lower the coinsurance rates that patients in Medicare have to pay
for outpatient services.
