ASHOKE S. BHATTACHARJYA, Ph.D
Ashoke Bhattacharjya is Executive Director, Health Outcomes and Policy, Medical Devices & Diagnostics, Johnson & Johnson Medical, Asia-Pacific. In this capacity, he is responsible for a broad range of economic analyses and strategic activities in support of health and innovation policy as well as reimbursement issues facing Johnson & Johnson and the healthcare industry at large. Dr. Bhattacharjya is engaged in projects related to the policy analyses of international health systems, the economics of innovation as well as evidence-based medicine. He has also held a variety of positions within Johnson & Johnson’s Corporate Policy group and Janssen Pharmaceutica’s research, medical affairs and business development units. Prior to joining Johnson & Johnson in 1996, he worked as an economist in Pfizer’s Corporate Strategic Planning and Policy Division.

Dr. Bhattacharjya was an Asst. Professor in the Economics Department of Columbia University as well as Instructor at NYU’s Stern School of Business at various times from 1990 to 1994. He received his Ph.D in Economics from Columbia University. He has published several papers in the fields of the economics of innovation, product diffusion, Alzheimer’s disease, depression as well other therapeutic areas in leading peer-reviewed journals. He is currently a member of the scientific advisory committee of the International Health Economics Association and ISPOR’s Asia-Pacific Medical Devices Advisory Council. Dr. Bhattacharjya has received several academic honors.



CHEN JIE, PhD
Director of Key Lab of Health Technology Assessment and Advisor of National Institute of Hospital Management, Ministry of Health, China. Professor of Department of Hospital Management, School of Public Health, Fudan University. Foundation Council member and STRATEC member of Global Forum for Health Research. International Health Technology Assessment Magazine Editor Committee member.

Dr. Chen graduated from Shanghai Medical University in 1966. She obtained a Master degree of Medicine in the area of Public Health in Shanghai Medical University in 1981. She also studied at Harvard University, School of Public Health in the Master program of Health Policy and Management during 1985-1986.

Dr. Chen worked as a physician and paediatrician for ten years. Afterwards, she founded the Department of Hospital Management, School of Public Health, Shanghai Medical University. In 1993, she was appointed as Vice-President of Shanghai Medical University. She was also the member of the National Expert Committee of the Ministry of Health in China in the past 20 years. In 1998, Dr. Chen joined the headquarter of World Health Organization, and was appointed as Executive Director of Non-Communicable Diseases Cluster (1998~2000), Special Representative of the Director General, WHO (2000~2003.10).

As a professor in Social Medicine, Health Administration, Clinical Epidemiology, Hospital Management and Health Economics, she wrote more than sixty articles and books on these topics. Furthermore, she has been an tutor for more than thirty students on their Masters or PhD program.
 

FAITHFULL GEORGE
George Faithfull is the Vice President of Regulatory Affairs and Quality Assurance for Stryker’s Pacific Division. He also serves on the Stryker Pacific Leadership team and International RA/QA Committee, and is responsible for Compliance within the Pacific region. He is a member of the Medical Industry Association of Australia (MIAA) Technical and Regulatory Advisory Committee, the Regulatory Reform Working Group of the Australian Trade Minister’s Medical Devices Action Agenda, and is Chairman of the Advamed China Regulatory Working Group.

George has served on the Executive Committee of the ANZ Orthopaedic Research Society, the MIAA Productivity Commission Medical Technology Special Interest Group, and represented Industry on the TGA National Coordinating Committee on Therapeutic Goods Expert Working Group.

George won a Commonwealth Scholarship to study Medicine at the University of NSW in Australia, but prior to completing his degree, moved into the Entertainment Industry for ten years as a writer, musician and performer. He began with Stryker in 1984 holding positions in Sales and Marketing, Education and General Management. In 1991, George moved to the USA taking on responsibilities for Marketing, Product Development, Clinical Research and R&D, focusing on improved polyethylene and bone substitute materials, and ultimately establishing Stryker’s Bone Substitutes Division at their Rutherford facility. George returned to Australia in 2001, as Director of Strategic and Clinical Research and Regulatory Affairs, moving into his current position in 2003.

George has had work published on Wear in Orthopedic Joint Replacement, and presented extensively around the world at Universities and Scientific meetings.
 
GUAN ZHIGIANG, MPH, MD
Graduated from University of Hei Longjiang Traditional Chinese Medicine and Harbin Medical University, he received his MPH at School of Pubic Health, Columbia University. At present, he serves as the director at Division of Health Insurance Research , National Institute of Social Security, Ministry of Labor and Social Security. Professor, Beijing Capital Medical University (2006-). Research Scientist, China Pharmaceutical Economics and Outcome Research Center, Peking University (2005-). He is also quite active in academia as well as administration in national health policy, health insurance, community health and hospital management. Among many of his responsibilities, currently, he is an expert of health insurance for China -EU Social Security Project. A working group member of the Multi-Ministry Joint Committee for National Health Reform. A pricing expert for medical products and services at Department of Pricing and National Center for Pharmaceutical Pricing at National Commission of Development and Reform.

HAN DEHUI, MS, MD
Dr.  Han Dehui, (Davey) is the General Manager of Regulatory Affairs and Quality Management, Siemens Medical Solutions Group in China (Siemens Med China).  He leads the team responsible for product market regulatory access, quality management and government affairs in Siemens Med China.  As a member of Siemens Med Global Quality Steering Broad, he involves in Siemens Med internal guidance and process development for quality improvement and regulatory compliance.  Dr. Han is now the Co-Chair of Asia Harmonization Working Party, dedicating to cooperation and harmonization of regulations and administration of medical devices among member economies in Asia.

Dr. Han studied in Preventive Medicine at TongJi Medical University, China and graduated in 1984. He also earned his master degree in Health Services Research and Policy from the University of Minnesota, USA, and studied in Post-Doctorate program for Epidemiology and Clinical Research at the same university.

Worked in the Department of Health Management and Policy, Chinese Academy of Medical Sciences during 1980s, Dr. Han conducted many policy researches on biotechnology development, healthcare management and health system reform. In 1991, he joined Ministry of Health (MOH) Institute of Health Economics, and served as Deputy Director of Policy Research Department in the institute. Meanwhile, entrusted by MOH and the Policy Research Dept of the State Consul, he led the research project on comparison and analysis of various health insurance systems in different countries, and provided the health reform options and recommendations to the policy makers through the research outcomes.

Since joining the medical device industry in 1997, Dr. Han, as an industry representative, has involved in most important discussion and process of medical device regulations development, thus, accumulated rich experience and good working relation with relevant authorities. He participated in initiating the Medical Device Forum of American Chamber of Commerce in China, and served as the first Chairperson of the forum for 3 year term. Now he is a very active participant in EUCCC Healthcare Equipment Working Group (Chair person has not been elected yet) and contributed to EUCCC White Paper 2006 for the part of healthcare equipment.



KAMAE ISAO, MD, DrPH
Isao Kamae is a physician, Professor of Pharmacoeconomics in Japanese Pharmaceutical Manufacturer’s Association (JPMA) Project, Graduate School of Health Management, Keio University, Japan. He is also Adjunct Professor of Medical Statistics at Kobe University Graduate School of Medicine, Japan, and Adjunct Professor of Health Economics, Peking University, China. He is a Committee member of Pharmacoeconomic Guideline Development for Medical Device and Diagnostics, Ministry of Economy, Trade and Industry, Japan.

Before joining Keio University, he spent 11 years as a professor of evidence-based medicine and Biostatistics at Kobe University, 4 years as an associate professor of General Medicine and Clinical Epidemiology at Kyoto University Hospital, and Medical Informatics at Shimane Medical University. Through the academic activities in the national universities, he has been recognized as one of the leaders in Japan for interdisciplinary research and education on innovative issues in evidence-based medicine and public health, especially on pharmacoeconomics and outcomes research.

His educational record includes a master’s degree in information science, Kyoto University in 1979, a MD, Kobe University School of Medicine in 1985, a Master’s degree of Public Health in biostatistics, Harvard School of Public Health in 1988, where he was also the first Japanese to be awarded a Doctor of Public Health in health decision sciences of Harvard University in 1995.

The International Society for Pharmacoeconomics and Outcomes Research (ISPOR) is one of his major societies, honoring him with the contributed workshop review committee chair at the ISPOR Fourth Annual European Congress in Cannes, and with a representative of the conference co-chairs at the ISPOR First Asia-Pacific Conference in Kobe, Japan in 2003. He served as a member of ISPOR Board 2004-2006, and the ISPOR Vision 2010 Committee, and is currently a member of ISPOR QICER (Quality Improvement of Cost-effectiveness Research) Council. He is also President of ISPOR Japan Chapter, and an Executive Committee member of ISPOR Asia Consortium.

He has been collaborating with the international community, which includes School of Pharmacy, University of Washington, and Center for the Evaluation of Value and Risk in Health, Tufts University/New England Medical Center. He is also on the editorial board for PharmacoEconomics and the Journal of Medical Economics.

KANG HYE-YOUNG, Ph.D.
Hye-Young Kang is a professor of Graduate School of Public Health at Yonsei University in Korea since 2002. She currently serves as a committee member for Coverage Decision Committee for Medical Procedures in Korea Ministry of Health and Welfare. She graduated from School of Pharmacy, Ewha Women’s University in Korea. She did her master’s study at Department of Pharmacy Administration and got doctoral degree from Department of Health Policy and Administration, School of Public Health, University of North Carolina at Chapel Hill in 1999. Her major research areas are economic evaluation in health care and health care quality management.




LEE SANG SOO, MBA
Sang Soo LEE is Reimbursement Manager of Medtronic Korea Co., Ltd. with primary responsibility on reimbursement as well as clinical research and public relations.

He started his career with regulatory affairs to get marketing approval for innovative medical technology products from KFDA(Korea Food and Drug Administration).

He joined Medtronic on October, 2004 with over eight years of extensive experience in reimbursement as well as regulatory affairs at Johnson & Johnson Medical Korea, Ltd after spending first four years of his career as regulatory affairs specialist. He took up the challenge to become the first person to open up the area of reimbursement affairs in the year 2000.

With the sponsorship of AmCham(American Chamber of Commerce), he created a forum on “How to value and reimburse medical technology devices – International Experiences” by inviting three key thought leaders from the US, Japan and Korea. In the audiences, there were many officials from MOHW(Ministry of Health and Welfare), KFDA and HIRA(Health Insurance Review Agency) in 2000.

His experience in the reimbursement management includes products used in the specialties ranging from Interventional Cardiology/Radiology, Orthopedic, Neurosurgery, and Laparoscopic Surgery to Gynecology and Women’s Health, etc.

He is now working as committee member of Health Information Standardization Committee(MOHW) and Executive Secretary of Reimbursement Committee, KMDIA(Korea Medical Device Industry Association).

Sang-Soo has obtained his BS degree in Genetic Engineering from Sungkyunkwan University in Korea and MBA from University of Helsinki in Finland with outstanding performer. He has completed the Master of Public Health course at Seoul National University majoring Health Economics, Healthcare Policy and Management Department.

LIM MENG-KIN

Prof Lim is Associate Professor of Health Policy and Management, Yong Loo Lin School of Medicine, and Director of the MBA (Healthcare Management) Program, NUS Business School, at the National University of Singapore.

He has more than 25 years of experience in leading health care organizations – including as Chief Executive Officer of the Health Corporation of Singapore (the nation’s largest healthcare player) and Board Member of the Singapore General Hospital Pte Ltd, Tan Tock Seng Hospital Pte Ltd, Changi General Hospital Pte Ltd, KK Women and Children’s Hospital Pte Ltd, Singapore National Eye Centre, National Heart Centre, National Neuroscience Institute, and Ang Mo Kio Community Hospital. He is on the Board of Advisors of the Singapore Medical Association’s Centre for Medical Ethics and Professionalism, Chairman of the Advisory Committee on Workplace Safety and Health in the Healthcare Industry, and has served on various national committees such as on Radiological Protection, HIV Control, Tuberculosis Control, Epidemic Diseases, Smoking Control, and Healthy Lifestyle Promotion, the Subcommittee on Hub Services of the Committee on Singapore’s Competitiveness.

LIM YEAN TENG
Associate Professor Lim Yean Teng is Head, Division of Cardiology, Department of Medicine, Yong Loo Lin School of Medicine, National University of Singapore, and Clinical Director, Adult Cardiac Catheterization and Interventional Laboratory & Senior Consultant, Cardiac Department, National University Hospital. He is also Chairman, Specialist Training Committee for Cardiology, Joint Committee on Specialist Training, Ministry of Health.

Prof Lim graduated from the National University of Singapore. He completed his postgraduate training in Internal Medicine in Singapore, and underwent cardiology training at the Epworth Hospital, Melbourne, Australia and the National University Hospital in Singapore. He then spent 18 months at the Division of Cardiovascular Disease, University of Alabama at Birmingham, USA as both nuclear and interventional cardiology fellow.

He is regularly invited as speaker and moderator for scientific meetings and courses in the area of Interventional Cardiology in Asia-Pacific region. His special interest is in bifurcation lesion stenting and percutaneous intervention of ST-elevation myocardial infarction.
 

PHUA KAI HONG, AB, SM, PhD
Prof Phua Kai Hong holds joint appointments at Lee Kuan Yew School of Public Policy and Yong Loo Lin School of Medicine, National University of Singapore, where he teaches health policy, health care management and health economics in the various graduate programs in public policy, public health and business administration. He was also an Adjunct Senior Fellow at the Institute of Policy Studies, Singapore. He graduated with honours cum laude from Harvard University and received graduate degrees from the Harvard School of Public Health (Master’s in Health Services Administration & Population Sciences) and the London School of Economics & Political Science (PhD in Social Administration specializing in Health Economics). He was the recipient of a Harvard College Scholarship, the Sigma Scholarship from the Faculty of Arts and Sciences, Harvard University, and a National University of Singapore Overseas Graduate Scholarship.

Prof Phua has produced over 100 publications and papers in the field of health care management and related areas including the history of health services, health and population ageing, health economics and financing. He has contributed many international publications on comparative health policy, especially organizational and financing systems, and health sector reforms in the Asia-Pacific region. He is active as Chairman, Executive Board of the Asia-Pacific Health Economics Network (APHEN), Asian Health Systems Reform Network (DRAGONET), International Editorial Board member of Research in Healthcare Financial Management, International Association of Management Journal, and has also served as Associate Editor of the Asia-Pacific Journal of Public Health.

Prof Phua received The Outstanding Young Person of Singapore award in 1992 for his contributions to health policy and community service. He is currently a Vice-Chairman of the Singapore Red Cross, serves on the Board of Management of the Home Nursing Foundation and was a founder Council Member and Chairman, Resource Committee of the Gerontological Society. He was Chairman of the Task Force on Social Services 2015, to develop a strategic plan for the National Council of Social Service. He was appointed on many national advisory committees, including the Government Parliamentary Committee Resource Panel on Health (1988-1996), National Advisory Council on the Family and Aged (1989-1994), Review Committee on National Health Policies (1991-1992), Health Advisory Council, (1989-1992) and the Health Financing Sub-committee of the Economic Policy Review Committee (1989). He also served as Resource Person to the Workgroup on Health Care and Chairman of the Sub-workgroup on Resource Funding, in the Inter-Ministerial Committee on the Ageing Population (1999), Medical Hub Committee of the Economic Development Board and National Science & Technology Board (2001), Chairman of the Workgroup to Promote Singapore’s Professional Services in the IPS Forum on Economic Restructuring (2002), and Chairman, Consumers Association of Singapore’s Committee on Transparency in Hospital Billing (2003-04).

At the corporate level, he was a past director of Health Management International Holdings and the NTUC Healthcare Cooperative. He has also consulted extensively for major multinational companies, including Baxter Healthcare, Johnson & Johnson, Merck Sharp & Dohme, Pfizer, Health Industry Manufacturers Association (HIMA) and the International Federation for Pharmaceutical Manufacturers Association (IFPMA). He has undertaken healthcare consulting assignments for numerous organizations and ministries of health in Singapore, Malaysia, Thailand, Indonesia, Philippines, Vietnam, Hong Kong, Taiwan, China, Mongolia, Korea and Japan. Internationally, he has served as Chairman, Technical Advisory Group on Health Sector Development of the World Health Organization Western Pacific Regional Office, and moderated the Ministerial Roundtable on Health and Poverty at the WHO Regional Meeting in 2000 and WHO Bi-Regional Meeting on Health Care Financing in 2005. He has consulted in health policy and management to many public, voluntary and international agencies within the Asia-Pacific region, including the Asia-Pacific Academic Consortium for Public Health, International Red Cross, Asian Development Bank, United Nations Economic Commission for the Asia-Pacific, World Bank and World Health Organization.

REINSTEIN JAMES A.
James is the Regional Vice-President for Boston Scientific Corporation (BSC) based in Seoul, Korea. During his 17 years at BSC, he has held leadership positions in Europe, Latin America and the United States. James is the Co-Chairman of the Medical Device Committee of the American Chamber of Commerce Korea where he is closely engaged with the Korean Ministry of Health and Welfare. Under his direction, the AMCHAM Medical Device Committee coordinated with ADVAMED and the US Embassy a seminar of Good Manufacturing Practice and Quality Systems. He did his master’s study at INSEAD in Fontainebleau, France and holds a BBA from the University of Georgia in Athens.




SIM KUI-HIAN MBBS(Hons)(Monash), FRACP, FACC, FCSANZ, FSCAI, FESC
SIM KUI-HIAN MBBS(Hons)(Monash), FRACP, FACC, FCSANZ, FSCAI, FESC Prof Sim graduated from Monash University and completed his cardiology fellowship at Monash Medical Centre, Melbourne Australia. Currently, he is Head of Department of Cardiology and Head of Clinical Research Centre (CRC); Chair, Medical Directorate & Chair, Medical Advisory Committee, Sarawak General Hospital as well as Adjunct Professor, Faculty of Medicine & Health Science, University Malaysia Sarawak (UNIMAS). He had presented numerous lectures at both local, regional and international medical forums and symposia. He was the principal investigator in more than 50 multicentre clinical studies in Malaysia and had works published in a number of medical journals. His research interests include cardiac CT, cardiac MRI, antiplatelet, metabolic syndrome, ACS biomarkers in the multi-ethic Asian community. Prof Sim was Member of Expert Writing Panel for multiple Clinical Practise Guidelines on Management in cardiovascular disease in Malaysia, Task Force member of International Commission on Radiological Protection (ICRP) on radiation protection in cardiology, Member of Expert Panel on Radiological Protection of Patients, International Atomic Energy Agency (IAEA) He holds various appointments in Ministry of Health Malaysia such as Chair, 9th (2006-2010) Malaysia Plan Cardiovascular Research Priority; Chair, National Cardiovascular Database Malaysia; Member of National Credentialing Committee, Council Member of Malaysia Medical Council and Member of Cardiovascular Drug Committee.



TARN YEN-HUEI (TONY) MS., PhD.
Director General of Department of Pharmacy, Taipei City Hospital. Associate Professor of School of Pharmacy, National Defense Medical Center, Taipei, Taiwan. President of Taiwan Society for Pharmacoeconomics and Outcomes Research.

Dr. Tarn graduate from School of Pharmacy, NDMC in 1980 with great honor and chosen to stay at school as the teaching assistant. He then obtained a MS degree from College of Pharmacy, The University of Iowa, Iowa City, US, focus on Clinical and Hospital Pharmacy in 1986. From 1989-1993, he studied in the College of Pharmacy, The University of Arizona, to obtained his PhD degree in Pharmacy Administrative and Behavioral Science, focusing on Validation and Re-weighting of the Quality of Well-Being Scale in Chinese American population.

After 24 years service in the Military School of Pharmacy, NDMC, as the sole professor in the clinical oriented teaching and research, Dr. Tarn retired and changed his career path to the pharmacy practice and management as the Director General of the Department of Pharmacy in Taipei City Hospital in Taipei, Taiwan. He is responsible for pharmacy operation on nine branches of Taipei City Hospital with 224 pharmacy staffs. His major interests are: pharmaceutical care practice, pharmacoeconomics and outcomes research, quality of life measurement, and creating stages for professional pharmacy practice. He is now the President of Taiwan Society of Pharmacoeconomics and Outcomes Research (TaSPOR) and a board member of the Western Pacific Pharmaceutical Forum of the Federation International Pharmaceutical (FIP).



VALERA MADELEINE R., MD, MScIH (Heidelberg)
Vice President, Quality Assurance Research and Policy Development Group, Philippine Health Insurance Corporation Dr. Valera is a senior health care service professional with over 18 years of professional expertise in primary health care service delivery, financing and management in the public and private sectors.

She has served in senior level positions with a national social health insurance organization, the Philippine Health Insurance Corporation (PHIC), responsible for the following: § Quality Assurance § Policy Development § Developing Standards of Accreditation § Developing the health care benefits package covering TB and Maternity Care, and outpatient benefits, drug and contraceptives devices reimbursement.

Dr.Valera, being an outspoken advocate for rational drug use, has been recognized for her leadership in advocating the importance of cost-benefit and cost-effectiven, R. ess analyses of drugs within the Philippine health care system. Her professional and academic work includes teaching posts at the Philippine Institute of Managed Health Care, the University of the Philippines College of Medicine and the De La Salle University College of Medicine, where she lectures on rational drug use and utilization reviews, among others. In the Philippine Health Insurance Corporation, she spearheaded the development of a Drug price Reference Index, a system that places maximum reimbursable limits for drugs for each dosage form and strength. Once fully operationalized, it will impact on monitoring and lowering the costs of most, if not all drugs in the country. For 12 years, Dr. Valera served in progressively responsible clinical and management positions in the Community Health Service Division of the Department of Health, where she developed expertise in primary health care management and social development linkages, implementation of national policies for rational drug use, and community health care project design and management, and devolution of health services. Dr. Valera brings extensive experience with the Local Government Units through the coordination of various social and health reform programs of the Department of Health and office of the President of the Philippines. As former Assistant Cabinet Officer for Regional Development (CORD) for the Cordillera and CARAGA Region, she facilitated projects and activities of Local Government Units (Provincial and Municipal) with various National and International governmental and non-governmental agencies. Dr. Valera has significant experience in policy development, having assisted in the formulation of the National Policy Agenda for such health and development issues as Minimum Basic Needs, Devolution, Poverty Alleviation, and Social Reform, Population Policy, NGO-GO Collaboration and Partnership in Health and Alternative Medicine, many of which were later translated into Philippine Law. She has vast experience in developing PHIC benefits and in drug and health care financing.

Dr. Valera acted as field tutor/mentor of the interns from Heidelberg University in Germany and the Youth Internship Program (YIP) of the Canadian International Development Authority (CIDA) since 2000. Likewise, she is involved in the development of course modules for Health Care Governance, Medical Records Management and Health Information Management.

Dr. Valera is a research fellow under the Pyle Fellowship and Pharmaceutical Policy Fellowship of DACP Harvard Medical School. Her researches cover performance monitoring of health insurance benefits with focus on quality, equity, access, efficiency/effectiveness, development of outpatient drug benefits for vaccination and chronic illness, as well as development of medicare policy.

Dr. Valera is married to Mr. Roberto A. Valera, Senior Transportation Regulation Officer of the Intelligence and Investigation Division of the Land Transportation Office and has been blessed with four (4) children: Marian Theresa R. Valera (18), Anne Marie R. Valera (16), Ma. Concepcion R. Valera (14) and Michael R. Valera (10).



WANG HUIMIN, MD
Huimin Wang currently works as Corporate VP, Japan and Intercontinental of Edwards Lifesciences, a cardiovascular device manufacturer. Before joining Edwards, he worked at Booz, Allen & Hamilton, Inc. with its health care practice in the Chicago office and at McKinsey & Co., Inc. at its Los Angeles office. Before obtaining an MBA from the University of Chicago, Huimin went through an internship and a residency program in anesthesiology at Keio University Hospital, Tokyo, Japan. He received his MD from the Faculty of Medicine, Kagoshima University in Kagoshima, Japan.

 

 

YANG MING-CHIN, Dr.PH
Dr. Yang’s received a Dr.PH degree from the University of Texas School of Public Health in 1989 and is currently an associate professor at the College of Public Health, National Taiwan University. His research interests include economic evaluation, health planning, health services system, and health insurance. He has been teaching economic evaluation for more than ten years and participated in many related studies. He also participated in different phases of planning of the national health insurance program since 1990. He currently also serves as a reviewer of pharmacoeconomic studies for the Bureau of National Health Insurance.
