ISPOR Asia-Pacific Medical Device & Diagnostics Council Policies And Procedures

The ISPOR Asia-Pacific Medical Device & Diagnostics Council, an advisory group within the organizational structure of the International Society for Pharmacoeconomics and Outcomes Research (ISPOR), consists of individuals interested in medical device and diagnostics technology outcomes assessments and use of these results in health care decisions in Asia Pacific region.

ISPOR Asia-Pacific Medical Device & Diagnostics Council Mission
The mission of ISPOR Asia-Pacific Medical Device & Diagnostics Council, consistent with the mission of the Society, is to advance medical device outcomes research in Asia Pacific, to translate outcomes research results into practice, and to encourage countries in the region to allocate scarce healthcare resources wisely, fairly, and efficiently.

ISPOR Asia-Pacific Medical Device & Diagnostics Council Objectives
The primary objectives of the ISPOR Asia-Pacific Medical Device and Diagnostics Council are:

  • To act as an advisory group to the ISPOR Board of Directors and ISPOR Committees on initiatives, programming, publications, and health science policy related to medical device and diagnostics technology economic, clinical, and humanistic outcomes assessment and use of this information by healthcare decision-makers in this region.
  • To develop programming related to medical device and diagnostics technology outcomes assessment and use of this information by healthcare decision-makers for the Asia-Pacific Conference and other ISPOR conferences.
  • To develop and implement initiatives related to medical device and diagnostics technology economic, clinical, and humanistic outcomes assessment and use of this information by healthcare decision-makers in this region.

ISPOR Asia-Pacific Medical Device & Diagnostics Council Representation
The goal of the Asia-Pacific Medical Device and Diagnostics Council is to have at least two representatives from all countries in the Asia-Pacific region of the world. In addition, the goal is to have representation for at least 2 of the following 4 work environments for each country or area:

  • Government or government health technology assessment organizations or technology decision-making groups
  • Academic institutions involved in medical device or diagnostics technology assessment
  • Non-academic research institutions (CRO)
  • Hospital/hospital systems

The Council seeks to have at least six representatives from companies that manufacture medical devices and diagnostic equipment, with diverse representation from the various sectors (i.e. cardiology, orthopedics, etc.).

ISPOR Asia-Pacific Medical Device and Diagnostics Council Membership

  • A member of the Council must reside in Asia-Pacific region.
  • The term of office for Asia-Pacific Medical Device and Diagnostics Council members is 3 years and is renewable.
  • Members who are inactive (i.e. do not participate in Council activities via email or teleconference over a 6 month period) will be asked to resign.
  • New Asia-Pacific Medical Device and Diagnostics Council members are recommended by members of the Council or Advisory Committee and approved by the Council.

ISPOR Asia-Pacific Medical Device and Diagnostics Council Officers
The ISPOR Asia-Pacific Medical Device and Diagnostics Council Officers are the Chair, Vice Chair, Chair-elect and Vice Chair-elect. The Chair and Vice Chair (initially) and Chair-elect and Vice Chair-elect of the Council are elected by the Council members. The term of office for the Chair/Vice Chair and Chair-elect/Vice Chair-elect is two years.

Chair and Vice Chair:
The responsibilities of the Chair of ISPOR Asia-Pacific Medical Device and Diagnostics Council are:

  • Conduct and preside over all meeting of ISPOR Asia-Pacific Medical Device and Diagnostics Council.
  • Represent the ISPOR Asia-Pacific Medical Device and Diagnostics Council when called upon to do so.
  • Provide a report of activities to the ISPOR Board of Directors annually.
  • The office of the Chair is open to any member of the Council.

The responsibilities of the Vice Chair are:

  • Assist the Chair with the responsibilities of Council.
  • Conduct and preside over all meetings of Council in the absence of the Chair.
  • The office of the Vice Chair is open to any member of the Council.

Chair-elect and Vice Chair-elect:
The responsibilities of the Chair-elect and Vice Chair-elect of ISPOR Asia-Pacific Medical Device and Diagnostics Council are:

  • Succeed to the office of the Chair and Vice Chair upon completion of a 2-year term of Chair-elect and Vice Chair-elect, respectively.
  • Conduct and preside over all meetings of Council in the absence of the Chair and Vice Chair.
  • The offices are open to any member of the Council.

Election of the ISPOR Asia-Pacific Medical Device & Diagnostics Council Chair-elect and Vice Chair-elect
The Chair-elect and Vice Chair-elect of the Council are elected positions. All interested Council members are eligible to be candidates. All Council members, respectively, are eligible to vote. The candidates with the majority votes are the new Chair-elect or Vice Chair-elect. The Chair conducts the election.

ISPOR Asia-Pacific Medical Device & Diagnostics Council Activities
The Council communicates via email and teleconferences and meets at the ISPOR Asia-Pacific Conferences.

To fulfill the objectives of the ISPOR Asia-Pacific Medical Device & Diagnostics Council, the Council initiates and facilitates the following activities.

  • Initiate Council Forums at the ISPOR Asia-Pacific Conference
  • Provides contents of the ISPOR Asia-Pacific Medical Device & Diagnostics Council website, a section of the ISPOR website
  • Provides experts of medical device and diagnostics outcomes research in Asia Pacific for ISPOR Asia-Pacific Medical Device & Diagnostics Council website
  • Initiates and/or facilitates preparation of articles/books, which focus on Asia Pacific studies of medical device and diagnostics outcomes research, for publications in Value in Health or as a Special Issue of Value in Health, ISPOR CONNECTIONS, or ISPOR website
  • Develops collaborations with related organizations and institutions in Asia Pacific region

ISPOR Asia-Pacific Medical Device & Diagnostics Council Advisory Committee
ISPOR Asia-Pacific Medical Device & Diagnostics Council Advisory Committee is a group of individuals who have demonstrated a continuing interest in advancing the science of pharmacoeconomics and outcomes research for medical devices and diagnostics in the Asia-Pacific region, as well as have encouraged the use of this science by healthcare decision-makers in this region.

The Advisory Committee advises the ISPOR Asia-Pacific Medical Device & Diagnostics Council on new initiatives, health science or health policy issues, and other activities of the Council.

Advisory Committee Membership

  • A member of the Council Advisory Committee may or may not be a resident of a country in the Asia-Pacific region and should be an ISPOR member.
  • The term of office for Council Advisory member is 3 years and is renewable.
  • Members who are inactive (i.e. do not participate in Advisory Committee activities via email or teleconference over a 6 month period) will be asked to resign.
  • New ISPOR Asia-Pacific Medical Device and Diagnostics Council Advisory Committee members are recommended by members of the Advisory Committee and approved by the Committee.
  • Members of the ISPOR Asia-Pacific Medical Device & Diagnostics Council Steering Committee are the initial members of the ISPOR Asia-Pacific Medical Device & Diagnostics Council Advisory Committee.

Advisory Committee Officers
The ISPOR Asia-Pacific Medical Device & Diagnostics Council Advisory Committee is led by the Advisory Committee Chair or Chair-elect. The Advisory Committee Chair is invited to attend Council meetings and teleconferences as an observer.

Advisory Committee Chair and Chair-elect

  • The Chair and Chair-elect are elected by the Council Advisory Committee members.
  • The term of the Chair and Chair-elect is 2 years.
  • All interested Advisory Committee members are eligible to be candidates.
  • The candidate with the majority approvals is the new Chair.
  • The incumbent Chair conducts the election process.
