ISPOR Asia Consortium Policies and Procedures

The ISPOR Asia Consortium, a group within the organizational structure of the International Society for Pharmacoeconomics and Outcomes Research (ISPOR), consists of individuals interested in the science of pharmacoeconomics and outcomes research and its use in health care decisions in Asia

ISPOR Asia Consortium Mission
The mission of ISPOR-Asia Consortium, consistent with the mission of the Society, is to advance the science of pharmacoeconomics and health outcomes research in the Asia region, to translate pharmacoeconomics and outcomes research results into practice, and to encourage countries in the region to allocate scarce healthcare resources wisely, fairly, and efficiently.

ISPOR Asia Consortium Objectives
The objectives of the ISPOR Asia Consortium are to:

  • Provide a platform where researchers, healthcare practitioners, and decision-makers interested in pharmacoeconomics and outcomes research and members of the pharmaceutical industry, healthcare related organizations, and academia can share knowledge and experiences at the regional level
  • Encourage the use of this science by healthcare decision-makers in this region
  • Promote the concepts of efficiency and affordability in the region for better utilization of health care resources in the different countries in Asia
  • Provide an opportunity for ISPOR members to become more familiar with the pharmacoeconomic and outcomes research as well as healthcare policies in Asia
  • Serve as a resource at the regional level for individuals interested in pharmacoeconomics and outcomes research
  • Promote the formation of country or province ISPOR Chapters in Asia

ISPOR Asia Consortium Membership
Membership in the ISPOR Asia Consortium is open to any individual who is interested in the science of pharmacoeconomics and outcomes research in Asia and its use in health care decisions.

ISPOR Asia Consortium Leadership

ISPOR Asia Consortium Activities 
To fulfill the objectives of the ISPOR Asia Consortium, the Consortium initiates and facilitates the following activities.

  • Initiates the planning of the ISPOR Asia Pacific Conferences
  • Provides the content of the ISPOR Asia Consortium website, a section of the ISPOR website
  • Provides information on economic and outcomes evaluations in Asia for the ISPOR Asia Consortium website
  • Provides information of economic and outcomes research experts in Asia for the ISPOR Asia Consortium website
  • Provides information on specialized pharmacoeconomic/economic centers in Asia region.
  • Initiates and/or facilitates preparation of articles, which focus on Asia studies of pharmacoeconomics and outcomes research, for publication in Value in Health or as a Special Issue of Value in Health, ISPOR CONNECTIONS, or ISPOR website
  • Develops collaborations with related organizations and institutions in Asia
  • Initiates or facilitates the formation of ISPOR Chapters in each country in Asia and supports ISPOR country-specific Chapter activities.

ISPOR Asia-Pacific Conference 
One of the major activities of the ISPOR Asia Consortium is to initiate and facilitate the ISPOR Asia-Pacific Conference.
The ISPOR Asia Consortium Executive Committee is responsible for selection of the country in which the Conference is held, selection of the Program Planning Committee Chair as well as for assuring that the Conference program meets the needs of the Asia region. The Chair of the ISPOR Asia-Pacific Conference Program Planning Committee must be a citizen of the country in which the Conference is held. Ideally, country of the Conference as well as Program Chair must be selected at least 2-4 years in advance.

ISPOR Asia Consortium Executive Committee
The ISPOR Asia Consortium Executive Committee consists of

  • At least one Consortium member from each country/region in Asia and, but not more than three members from any one country (exclusive of chapter representation). The member must reside in the country/region and be an ISPOR member.
  • A representative from each ISPOR country/province Chapter in Asia
  • Program Chairs of upcoming ISPOR Asia Pacific Conferences
  • ISPOR Asia Consortium Advisory Committee Chair.

The Executive Committee initiates and facilitates ISPOR activities in the region and advises the ISPOR Board of Directors on scientific and health policy issues important in the region.

ISPOR Asia Consortium Executive Committee Membership

  • Term of office for Executive Committee members is 3 year and is renewable.
  • Members who are inactive (i.e. do not participate in Consortium activities via email or teleconference over a 6 month period) will be asked to resign.
  • New Executive Committee members are recommended by a member of the Executive Committee and approved by the Executive Committee.

Executive Committee Officers
The ISPOR Asia Consortium Executive Committee is led by the Chair or Chair-elect. The Chair (initially) and Chair-elect of the Executive Committee are selected by the Executive Committee members. The term of office for the Chair and Chair-elect is two years. The term for the Executive Committee members is 3 years. New Executive Committee members are recommended by a member of the Executive Committee and approved by the Executive Committee. 

Chair: The responsibilities of the Chair of ISPOR Asia Consortium are to

  1. Conduct and preside over all meeting of ISPOR Asia Consortium Executive Committee
  2. Select a scribe for each meeting of the Consortium. The scribe prepares a summary of the meeting discussions including actions to be taken.
  3. Represent ISPOR Asia Consortium when called upon to do so.
  4. Provide a report of activities to the ISPOR Board of Directors annually.

The office of the Chair is open to any member of the Consortium Executive Committee. 

Chair-elect: The responsibilities of the Chair-elect of ISPOR Asia Consortium are to

  1. Succeed to the office of the Chair upon completion of a 2-year term of Chair-elect.
  2. Conduct and preside over all meetings of ISPOR Asia Consortium Executive Committee in the absence of the Chair.
  3. Assist the Chair with the responsibilities of ISPOR Asia Consortium.

The office is open to any member of the Consortium Executive Committee. 

Election of the Executive and Advisory Committee Chair-elect

The Chair-elect of the Executive Committee and the Advisory Committee are an elected position. All interested Executive Committee or Advisory Committee members, respectively, are eligible to be candidates. All Executive Committee and Advisory Committee members, respectively, are eligible to vote. The candidate with the majority votes is the new Chair-elect.  The Chair conducts the election.

ISPOR Asia Consortium Executive Committee Meetings
The Asia Consortium Executive Committee and Advisory Committee meet at least three times a year via teleconference and one face-to-face meeting at the ISPOR Annual Meeting, European Congress, or Asia-Pacific Conference... The Executive Committee and Advisory committee meet via teleconference separately or together, determined by the Chairs.

ISPOR Asia Consortium Advisory Committee
ISPOR Asia Consortium Advisory Committee is a group of individuals who have demonstrated a continuing interest in advancing the science of pharmacoeconomics and outcomes research in Asia, as well as have encouraged the use of this science by healthcare decision-makers in this region. Members of the Advisory Committee may or may not be a resident of a country in Asia or may or may not be an ISPOR member.
The Advisory Committee advises the Executive Committee on new initiatives, health science or health policy issues, and other activities of the Consortium.
 
ISPOR ASIA Consortium Advisory Committee Membership

  1. Membership on the ISPOR Asia Consortium Advisory Committee is determined by the Executive Committee.
  2. The term for an Advisory Committee member is 3 years and is renewable.
  3. Members who are inactive (i.e. do not participate in Consortium activities via email or teleconference over a 6 month period) will be asked to resign.
  4. Membership of the Advisory Committee is evaluated each year to assure that all work environments, as well as country perspectives are represented on the Committee (academia, research organizations, health decision-makers, and industry).
Advisory Committee Officers
The ISPOR Asia Consortium Advisory Committee is led by the Advisory Committee Chair. 

Chair/Chair-elect
The Chair is selected initially by the ISPOR Asia Consortium Executive Committee, and then elected by the ISPOR Advisory Committee members. The term of the Chair is 2 years. All interested Advisory Committee members are eligible to be candidates. All Advisory Committee members are eligible to vote. The candidate with the majority votes is the new Chair-elect.
The Chair conducts the election.

Advisory Committee Special Representatives
Special Representatives to the Asia Consortium Advisory Committee are for the interested people that their organizations have formal members on the Advisory Committee.

ISPOR Asia Consortium Advisory Committee Meetings
The Asia Consortium Executive Committee and Advisory Committee meet at least three times a year via teleconference and one face-to-face meeting at the ISPOR Annual Meetings, European Congresses, or Asia-Pacific Conferences. The Executive Committee and Advisory committee meet via teleconference separately or together, determined by the Chairs.
