"Priority decisions - the authority challenge" - Given that it is not possible for society to cover what the individual patient regards as "best possible treatment" in all fields, the authority challenge is to make good priority decisions. This will balance the needs and secure "best possible" treatment for as many as possible. What are the implications when it comes to reimbursement of pharmaceuticals?
