Background
Under its mandate to examine issues in quality improvement of cost-effectiveness research, the ISPOR Quality Improvement in Cost-Effectiveness Research Task Force (www.ispor.org/workpaper/healthscience/QI.asp) recommended that the Society help make guidelines available to authors and reviewers in order to support the quality, consistency, and transparency of health economic and outcomes research reporting in the biomedical literature.

In response, the concept for this Task Force arose from the results of a survey of medical journal editors (through the World Association of Medical Editors, www.wame.org).  The survey revealed that the vast majority of respondents (either submitting authors or reviewers) used no guidelines, requirements or checklists for health economics or outcomes research. Most respondents also indicated that they would be happy to incorporate guidelines if they were made available by a creditable professional HEOR organization.

Although there are a number of different health economic guidelines and checklists already available in the public domain for conduct and reporting of HEOR, they are not widely used in biomedical publishing.  However, there appears to be fairly broad consensus among all of these available recommendations and guidelines, as well as stability of content for several years with regard to reporting of HEOR.
